Federal programs are governed under the No Child Left Behind (NCLB) Act of 2001, which was signed into law on January 8, 2002. This law is the reauthorization of the Elementary and Secondary Act of 1965. The main guiding principles are:
- accountability for student achievement of academic standards;
- increased flexibility and local control;
- a greater emphasis on parent involvement in their children’s education; and
- a greater emphasis on the use of scientifically based instruction.
